You are using the wrong conversion factor:

1 PS = 0.986 hp

As far as I know RE Amemiya's famous blue touge monster car is running stock sequential turbos and they produce about 380hp on that car.

In my experience on 1995 by changed the hi-flow sequential turbine kit set from Knight Sport Japan with their ECU. Maximum boost pressure at 1 bar control by EBSIII running on Dyno test can make only 290 hps. at 6500 rmp.
After set up the boost to 1.5 bar with 2 additional 550cc injector with Greddy RebicIII included Simulator
Result: the apex seals disappeared
