My fd is over boosting to 15psi at 5,000 rpms and falls flat on its face.obiusly the secondary turbo is not activating, I just wanted to know witch actuator should I be looking at?

start with the check valves

 

I had this sequential problems from the first day i got my car.
Start with KOKO test. after some driving, ask somebody to turn key off - key on 6 times. watch charge relief actuator and turbo control actuator (crawl under the car to see second one) move each time.
then continue with check valves. check if they are pointing in right direction. and if they actualy work. then check pressure and vacuum chambers for storing ability (remove hoses from them after driving. you should hear a loud pshhh sound coming out of them when you do this). then swap wastegate control and turbo precontroll connectors. everything i mentioned, you can find on colored vacuum diagram. check all this and if it doesnt fix your problem, you come back again.
