Just wondering if these are supposed to be set to completely closed shut ?

I noticed when I had my elbow off it was slightly at an angle ? reason I ask is Im having an idling issue, wont come below 1000, and if I set it below 1000 on power fc it will hunt and go crazy. also just checked today tps is slightly out, so will change this also, but was wondering if the secondaries are supposed to be completely shut.
