The guy I bought my new FD from thought it would be a good idea to paint the stock center caps yellow and black (Ferrariesque)

not my cup of tea...

Anyone know a spray paint brand/paint color code that will match the rims... off the top of your head.... ????

I got some color samples, but they always look different on paper no matter what i have ever done

recommendations on something to coat them with to avoid peeling....

Just powder coat your wheels pink and be done with it.
