running soo soo rich

Heres the situation and the problem
The RX-7 is stock with the exception of a Greddy EVO exhaust and a Blitz BOV. It has 40000 original km on both the engine and chassis. I took it to the dyno yesterday for the first time and was shocked. You can see the dyno below.
Now heres the problem:
The car ran a pretty impressive torque figure. 226.91 ft lbs at 3000 rpm. But peak hp was at 169.00 at around 5000 rpm. The horsepower figures are insanely low but can probably be attributed to how rich the car is running.
Air/fuel dropped to below 10:1 by 4000 rpm till redline with a slight bump at the turbo switchover.
The first turbo peaked at 12 psi. Then boost dipped to 5 psi at 5000 rpm and leveled off at 10 psi till redline.
Im going to be redoing the vacuum lines in case there are some leaks and cracks as well as ther other regular maintenance goodies.
Hoping if anyone has run into this problem before that can give me a couple things to look for as well. Or any other suggestions.
