Rough idle and no power

Rough idel and no power
I just reinstalled my turbos. I fallowed the vacume diagram. After the install it cranked right up, the high idel was fine. I let it warm up constinetly checking the fluids and after the thermostat opend I finished filling the coolent. After reaching running temp I went to take for a test drive and while going down the driveway it felt like it was going to have plenty of power. Once I reached the road and went to give it about half thottel she spit and sputterd with no power the idel droped to about 600 and then started bouncing and running rough. It is acting alot like if it is running exta rich or even extra lean. What could this be?
I am thinking that it might be a silinoid or actuator. If I did the simplification would this solve my prob. I would not want to stay simplifed though. so is there also a way to test these actuators and silinoids.
I did do a vacume hose job. on everything except for under th UIM.
My FD ran fine befor I pulled the tubos off. I had the turbos rebuilt becuse they were blowing oil and I found real small metallic fillings in the intake elbow. Other than that she ran great.
