actually most european racers mount it to a roll bar between rear strut towers, unlike american racers who like to mount it right behind the seat via a roll cage horizontal bar. From what I've heard so far, they do that to allow some give in the harness, when the harness is longer, it stretches more.
Some also mount it on the floor board, but with a horizontal bar behind the seat to keep the shoulder belt angle correct.

Apparently, they think it's important for the shoulder belt to stretch in a crash...

The harness in that last pic is not mounted to the floor, it's mounted to the crossbar right behind the seats. You can tell because you can see the wrap around clips and can just make out the fact that the harness is wrapped around the tube. The parts you see heading towards the floor are merely the extra length of the harness straps dangling from the clips.
I blew up the pic attached and you can see the harness is wrapped around the cross bar.

This harness guide bar is from i/o port racing
Stable Energies' guide bars attach to the stock seat belt mount on the "B" pillar, the "C" pillar for the 924/944/968, but still allow the use of the stock belts. Harnesses can be attached directly to the bar for low speed events or the rear lap belt mounts for high speeds. The bar can be removed easily when necessary.

Otherwise, for round bars used in high speed events, the routing of the harness over the bar guides the resulting impact forces back, instead of straight down, to avoid spinal compression. For that purpose, it works fine.
