Restrictor Pill in Non Sequential?

I was checking my car for boost leaks today (its running at 4-5psi) and i noticed there is no restrictor pill in the waste gate line. Im wondering could that be the problem or would i not need the restrictor pill on the non seq set up?
It is also idling rough but i think this is because the car is not tuned im running power fc when i adjust the fuel cut it seems to settle but i guess it has to be fine tuned. I have done all the procedures for idle learn and tps adjustment. The only solution i see is when i disconnect the ISC(it idles fine with no powerfc adjustments then). Im getting a Pettit Racing ECU soon so hopefully it will be fine because i wouldnt need a tune. Do you guys think itll idle okay with the pettit ecu?
Im only changing the ecu because im not trying to max out the turbos.

My rx7 is a 94 i bought it last year i dont think i have the 99 spec turbos as i read they had the pills built in them. If someone can also tell me how i would identify if i have the 99 specs turbos as well i can check.

What are you using for boost control? You don't need the pills if you have a boost controller. But if you're running stock boost control with no pill you should be seeing 7psi boost.

Have you tried resetting the power Fc? It has a factory base map that runs the car pretty well until you get tuned. I would also check your ISC valve, if there is a problem with it switching to the Petit ecu won't help.

You can pull the intake elbow off of the primary turbo to check if you have 99 spec turbos, you will a rubberized washer where the turbine blade is.

Im not using any boost control yet im getting a manual boost controller. Yeah i checked again today it seems like its at 5psi tops.
Yeah i have also reset the power fc and have done the learn procedure. Could it be idling like that because it is not fine tuned? I took off the isc vavle and cleaned it up not much difference made but when i adjust the F/C on the power fc it does settle the idle.

I also checked to see if their 99 spec, they arent.

You might have a boost leak then.

When I ran the base map on the pfc, my car idled well. It had a small miss to it every 20 seconds or so but I always attributed that to being a rich map for safety.
