The turbo timer, no. The stock turbos are water cooled. It's cheaper and easier to just drive easy for a minute or two before shutting down.
The boost gauge is important before and after buying the car. It's the only real way of monitoring the sequential system and being sure everything is performing properly.

If the car is in stock configuration, it is no big deal to drive without a boost gauge. After all...they came from the factory without a boost gauge.
SgtBlue is talking about how a boost gauge makes it easier to identify boost related issues.
Just drive the car home normally and you will be fine. As hard as it may be, don't boost on it until you get a boost gauge installed.
While you are at it, I would get an aftermarket water temperature gauge installed, as the factory gauge is utterly useless.

but it would be a good idea to have a boost gauge and look at the boost pattern of the car before you buy the car so you can make sure on the condition of the stock turbos and the whole boost control system.
+1 on the temp gauge because the stock temp gauge pretty much only shows three stages:cold, warmed up, and your owned
