Question on Vacuum Chamber

Could any of you guys tell me why someone whould want to disconnect & cap off the top line going into the vacuum chamber. What purpose would this serve? I recently got my FD & noticed this condition while installing bost & temp gagues. Any suggestions? They capped off the top line & used something to close the hole in the vc that it was attached to.

There should be only one nipple on the vacuum chamber.

OK, so if there is one hose, what whould be gained by capping it off?
