Question about boost leak

I have had 99 spec turbos installed on ny 93 touring. At 15 PSI it appears to lose 3 lb of boost. Why would this happen. It was dynoed at > 400 rwhp, but the boost loss is an issue. Think it could be the wastegate?

Yeah, your wording is very vauge. Please clarify when, under what conditions etc the boost loss occurs.
