Problems with heat

I cannot get my heat inside my car to work. I have no idea what is going on. I just bought this car two days ago. I am not sure if it is the thermostat or what. If any one has any advice to what is going on and how to fix it, I would appreciate the help.

I also checked my coolant levels. My over flow tank was empty but now I filled it full. I filled my radiator neck up started the car, let it warm up,shut car off.let car cool down,and checked it again. Once again no fluid visable in filler neck.But the overflow tank is still full.

PLEASE HELP

The heat only comes out of the floor vents (and the defroster vents), it does not come out of the dash vents. You add coolant to the filler neck, not the overflow bottle.
