Problem with the timing?...help

a couple weeks ago, i took my car to a shop so that they can make it pass smog. the good news was that it finaly passed the 2nd time around but the bad news is that they "neutered" it it felt like there was a loss of power. they said that they "decarbonized the engine," and did something with the cat. i THINK that they also messed with the timing but failed to mention this to me. anyways, ive been told that it IS the timing and ive also been told that its not boosting up properly.

another thing: my exhaust turned black, which leads me to believe that im running rich. if so, what does this mean to my engine? does this pose a threat?

if u have any suggestions or comments i would GREATLY appreciate it!

You'll have to provide a bit more info. What are your mods? Do you have a aftermarket ecu? With out knowing more, try resting you ecu by disconnecting the battery and stepping on the brake pedal. They may have put the car into limp mode some how.

A few things to check:

Check the engine codes to see if anything is being thrown:
http://www.scuderiaciriani.com/rx7/engine_codes.html

Ask the place that did the junk to fix the emissions to let you know what they did (i.e. some "emissions passing" stuff in the gas tank, etc).
