Problem with Starter...any help is appriciated

We tried to start my car today for the first time since the engine has been rebuilt and no luck. It will not crank over at all. We checked the starter and it is getting power in the millivolts (voltmeter could need calibration). We checked all the fuses and relays...which seemed to be ok but it is possible that one of the relays is getting a poor connection. The EGI relay is clicking like it is supost to. Anyone know what relay has to do with the starter? The car cranked over fine a couple of weeks ago and we have done major electronical work. I cant figure out why the starter is not getting power. Any ideas?

The starter circuit is VERY basic. You have the big power wire, which comes straight from the positive battery terminal. You have the small power wire, which comes from the ignition switch to engage the starter. Then, you have the ground, which the starter is grounded just from being bolted to the tranny.

If any of the main engine grounds are loose or flaky, you won't get the starter to crank over. Also, unplug the small power wire to the starter and check voltage on that with the key in the Start position - should be battery voltage.

It's gonna be something easy. The starter circuit has nothing to do with the ECU or anything fancy - you can rip the ECU and harness out of the car, and the starter will work just fine.

We tested this wire and its not getting voltage.
