Unhappy problem with primary turbo

My friend's FD is having this problem: you can hear the primary turbo spooling, but it does not kick until the 2nd turbo kicks in. Even then the 2nd turbo will spike to 16-17psi when it was actually set to about 15. We've checked for leaks with hoses & vacumn lines, but still could not find any pressure leak. What could be the problem?

Possible that the turbo precontrol actuator rod is sticking. What are you guys using for a boost controller?

Also check your Charge Control Actuator/Solenoid. The solenoid is suppose to be ON while in primary mode, keeping the primary from joining the secondary. If this solenoid has failed, it will be OFF, leaving the door open. This will cause your primary boost to be vented through the CRV until the CRV closes for the secondary boost (thus giving little or no primary boost).

how old are the turbos, because if the turbos have horrible cracks then even while the primary turbo is suposed to be the only one functioning air can seep through those cracks and slowly (pointlessly) spin the secondary turbo, untill of course you pass that point in the RPM's where the secondary kicks in. This problem with cracks can make the primary turbo seem (laggy)
