If the car is only smoking white smoke on start up.,....and your coolant system is not loosing any water, id say its just condensation in the exaust and a rich cold start mixture which is normal for all RX7.
keep an eye on the coolant level make sure your car isnt using any water.

Agree - if no water loss or other symptoms, white condensation steam on start-up is normal.

Does the car have an aftermarket engine management system such as Haltech or PowerFC? If it does, maybe the air temperature correction settings are making it run rich when it is cold.

Some smoke when it starts up is normal but strong fuel smell is not normal.

With a full exhaust, it is going to stink all the time. Even more at startup. Sounds like your car is fine. A little smoke at start up is normal.
