Parking Brake Sticking

I recently replaced my brake pads (front and rear). I used the correct tool to turn the rear calipers in, and nothing seemed to be different than the many other times I have replaced brakes on other cars. However, my parking brake isn't releasing all of the way! The cable is completely loose, and if I tap the lever arm on the brake mechanism, the brakes release. This happens with BOTH calipers!

Did I not turn the calipers back in enough? I didn't force the calipers on when I put everything back together. What could be causing this problem?

When you put the rear calipers back on did you mix up the G and L bolts? If not then you may have to rebuild the calipers. Were the seals good? any cracks or holes in them? After you did the rear brake job did you pump the brakes before applying the e-brake?
You could try applying some lube to the cables, i would think some silicone spray lube should work, while you are there check the return spring on the caliper make sure it is intact.

FDY1-26-44Z0 is the rebuild kit I believe. I know there are no rebuild kits left in Canada from Mazda. Maybe Mazdatrix has some.

I checked the G and L bolts and they are correct (L on the bottom).

The seal on one of the calipers was ripped, but the piston wasn't damaged at the time. I plan on rebuilding that one if not both soon. Both brakes are sticking on when the parking brake is applied, and it isn't cable tension. The cable is actually going slack when released (checked at the wheel).

I am unsure about or if I pumped the brakes the first time. What would this cause?

The springs are intact, though might be just "tired". Essentially the actuator returns about 97% of the way and won't go all the way to where it is touching the stop. Tapped with a wrench so it hits the stop and the brakes are off.

Do I just need new springs, or is there something else I should be worried about?
