only one fan working FD3S

Was wondering if anyone might have an idea of what might be causing for only one fan to run. Have replaced the motor and the blade on the fan that's not running but have had no luck. From what I've read both are suppose to work simultaneously. Any help is much appreciated.

They are suppose to work at the same time. I'm not much help on things electrical, but if you haven't already, I think I'd confirm power to the non-functioning fan while the functioning one is running.

Make sure all the wires are good? Are you getting power to the motor?

Yeah I guess I have to check the wires. When I give it direct power the fan spins. At first I discovered the fan was broken from the center so I replaced it. Then I found out the motor for that fan wasn't working so I replaced the motor also. I just figured maybe there was a fuse or relay for each one but it seems like they're suppose to work together.
