Question Is it normal to have high fuel pressure after installing an upgraded fuel pump?

Today I installed an RP drop in Nippondenso upgraded fuel pump. After the install, I ran the fuel pump test outlined in the shop manual....I connected the F/P pin to GRND on the diagnosis connector and switched the ignition switch to on. My fuel pressure gauge reads 46 psi when I do this, but the shop mandual says that if the pressure is over 38 psi during this test, then the pressure regulator is bad. Is my regulator bad, or is this just a consequence of the upgraded pump? I'd call RP but it is the weekend...anybody got some insight into this? TIA.
