Non-starter after winter

Non-starter after winter
So its a 1992 FD3S with the following mods:
HKS Intake
Apex'i Power FC
Cat-Back Exhaust
Resonated Mid-Pipe
Car started fine prior to winter storage, but wouldn't start so I went though the typical de-flooding procedure with no luck, although i did not replace the plugs as I am still waiting for them to arrive .
However prior to winter I was informed that my Coil Pack was starting to die and should be replaced an since winter was around the corner I decided to wait and replace during the spring/summer. I'm at a loss as to what is causing the non-start. Battery has been replaced two weeks ago
Oh, just checked my PFC while attempting to start and my voltage drops to 8.4 - 9.4v during attempts at starting. I don't remember if this is normal or not as I havn't driven the car for about 6 months.

Edit: Just went to do another start to check things with the PFC
Engine Revs: peak at 217
Injectors: 17.8%
Voltage: 9.0-9.3
