My radiator fans don't work and I checked the fuse and relay and both seemed fine. Any ideas as to what might be my problem? Thanks

 

Is it running rich?? Reason I ask is that when my water thermosensor went out, my fans would stop working although the fans themselves were fine, even when I turned the A/C on they would come on. But never when the engine got warm, the ECU would simply think the engine was still cold...
