Primary runs a solid 10lbs.
On change over boost never goes above 8lbs.

When I apply vacume to the Charge control actuator it moves but leaks vacume. Is this normal or is this my problem?

Also in neutral when I rev the engine I get no boost.
1st and second gear rarely make over 5lbs however 3rd gear and up pull strong at 10 lbs till the transition then 8lbs max.
