Nearly all of your questions appear readily answered by searching. "Hawk", "Powerslot", "slotted rotor", etc make for good reading.
Race plug wires create more electrical interference than street wires. Since you're not going to gain anything with the race wires, or even the RB streets, you could actually use a stock wire.
As for the SCCA class questions, again search within the Race Car Tech forum.
RB products are generally very functional. Whether the bang/buck makes sense in all cases...well ... Anyway, the main complaint with the stock front bumper is meager intake airflow for the radiator and intercooler. If it's got a bigger entrance area, it will pay off on road course events.

Congrats! That is a sweet price!
The stock NGK wires are the ones to have on this car. Search and you'll see that all the others have some sort of fitment issues and offer no performance benefit.
If you are going to Autocross it, revise the suspension according the allowed rules. DamonB the mod for the suspension forum and Nationals level SCCA autox-er uses Konis on stock springs with a front sway bar. Also search on posts from howard coleman (also SCCA racer). He recommends stock shocks with Eibachs (H&Rs also work).
I'd skip the sways till you get used to the car and save your money for when something brakes.
EBC Greens or Axis metal master pads is the way to go. Search.

a fd with that kind of mileage a is going to need a engine and turbos soon,are you ready to drop 5-6 grand into a car thats almost at 100,000 miles?You might be better off spending a little more for a car that already has a new engine and turbos.With a fd the less you pay in the beginning ,the more you will pay in the end.
