FL Need some Help with Electrical Gremlins !

After building my sons 93 for the last few months... We finally get everything together and now we are having some issues I need help resolving.

His headlights/taillights/running lights/dash lights do not come on. If I raise the pop ups via the dash switch and turn the headlights on they light. Brake lights work when brake pedals is pressed. Gas gauge works, all warning lights come on with ignition and the red warning lights for the oil and temp come on with ignition. Radio works and A/C buttons light.

I checked the Green relay on the drivers side kick panel.
I checked the dimmer switch and it's connected.
I checked the ground blocks under the front bumper and they are grounded.

I don't know what else I may have missed so ANY/ALL suggestions are welcome.

Where is it located?
Is there a way to test it.

Body Electrical Troubleshooting manual in the stickies has diagnostic procedures for pretty much all electrical circuits.
