Need help with surging

At any rpm under light load (from -300 to -200 mmHg) the car surges. My injector duty is changing so I know that the computer is trying to compensate for something. However, at lower load like coasting, my inj duty hits 0.00% and when I apply a heavy load, the injector duty levels out and runs fine. But I'm worried because when I go under heavy load the O2 reading hits .8 as a max (too lean) and the boost only goes to .62 Bar (@ 80% inj duty) instead of .9 bar. I hope the computer is compensating boost for what fuel it can get. I occasionally have the knock sensor read astronomical number. Instead of 13-15 like it used to, it will hit 209. Sorry if this seems like a Power FC question, but it involves the basic 3rd gen operations and the guys in the PFC forum aren't too inclined to help. Please let me know what you guys think.
