NEED Check Engine Light (CEL) to pass Emissions
How many emission testers actually check the CEL...of course if it's ON you won't pass, but what if it's off and doesn't come on when you turn tthe key ON?? I believe the proper functioning CEL illuminates when key ON and turns OFF 3-5 seconds after. First thought, the bulb is either burnt or the owner has taken it out. I guess that's why aftermarket ECU's are labeled "FOR OFFROAD USE ONLY".
Step One: Notice ABS check failure light operates similar to a CEL warning light.
Step too, is two remove the cluster (couple screws).

VIEW Z: Right side if looking at the back of the printed circuit ~board on the back of the cluster.
Step 3: Cut the wires marked C and A, leave 3-4 inches on the connector pigtail for adequate wire to work a strip and splice tool in given space. Strip the end of the CEL connector wire and ABS signal wire.
WARNING: I've written this from memory and FIGURE 1 is just a reference (I broke my camera and didn't make a diagram before finishing the mod), so LOOK at the board and follow the signal path.
C X X A <----these are the light bulbs looking in VIEW Z. Find the ABS signal path (Labeled ABS) that isn't the common GND (path touches other lights also) and find that wire on the connector as shown in FIGURE 1 that will be your 'a'. The CEL signal path runs to the black connector located just above the white connector.
Step 4: Make a 12 inch jumper wire and terminate a splice at each end. Install jumper on stripped wires.
Conclusion: The county/state governing the emissions test is now the ruler of your anti-lock braking system.
