Are my Wastegate and Pre-Control Actuators siezed?

I want to adjust them and check for leakage, but I they seem to be siezed, and I haven't even checked the boost control actuator yet. I'm tugging on them pretty hard, and I cant get them to budge. Maybe I just need to warm up the car or something, but I want to be sure before I put everything back together.
