My radiator filler neck housing is different?

ive been curious for a while now about how my cap does not have a screw down plastic piece (with the tube to the ast) like all the others ive seen... a long time ago when i was searching for a new ast i got the black piece im talking about, go to screw it on, but the metal housing is all one piece. you know, the one with the radiator hose coming out. why? is it only on certain year cars?

mines a 1 of 92 number 1138.

I think the single piece filler neck is a newer part. I recently purchased 2 Mazda remans that had new single piece water filler necks.

my 93 motor had the single solid neck and a 94 motor i bought had the bolt on top kind.
