My New RX7
Can someone have a look at this and tell me if it is worth the 4K.

Also when I saw the car running, when the fan come on the car seemed to struggle on idle but when the fan went off it was running fine again, is this normal or are there possible suggestions as to what it could be.
Also there is a recipt for an engine rebuild done around 7,000 miles ago, how can I know the engine rebuild was done, what can I check, where should I go - I live in South Wales GB

Unfortunately the best way to tell a reman engine (assuming the receipt is for a mazda reman) is there is a tag on the block under the alternator. But that's a PITA to see.
If the fans were drawing down the idle, it could be as simple as an idle adjustment, or maybe the electrical load switch isn't working right.
Get the thing checked out by a rotary shop for bad coolant seals and a compression test, and you should be set.
