Question Is it my headlight motor or what?

Ok here is what is happening. Recently I have been having an intermitent problem that only occurs when I turn the headlights on. The problem is that I have a short in the security ecu that turns the seatbelt light and my security light on when I turn my lights on. Just yesterday I turned the stalk for the lights and my passenger side headlight didn't come up....right away. It took about 15-30 sec. to a min for it to come up sometimes. It also shutters on its way down. Is this the motor or could it be that the short is keeping the motor from getting the proper signal and therefore not coming up or going down proptly.

If it is the motor does anybody have a rebuild kit or a FAQ for how to repair the old one, because new they cost a fortune (around $250 or so). I know with my dads Reatta conv. he was able to rebuild the motor for about $30 versus $200 to replace it. Thanks for your help.

Does anybody have any idea how hard they are to remove or is their a way to test them while they are in the car?

I have a New In The Box Security ECU I am willing to sell for $150. (over $250 list) was only conected to my car for 10 min to diagnose problrms w/ my Security Sys.
the Head light problem may be the Motor Wiring &/or Conections to the check the harness for loose/broken/coroded connectors.
