My FD longevity project is nearly complete, but now I'm having boost spikes!

OK cars all back together after performing a full silicone vacuum hose job (including all new gaskets), replacement of all the check valves (with Pettit plastic x 2 and SMC metal x 2), CSF aluminum radiator, FI servicing courtesy of RCEngineering, replacement of all the coolant/heater hoses, PCV elimination, replacement of the O2 sensor and wire running to the ECU as the stock wire had shorted somewhere, Westach A/F meter (I highly recommend the Westach over the Autometer gauge, which I previously had installed in the car, it's analog and doesn't blip around like crazy), Cyberdyne digital fuel pressure gauge w/remote sender, and capping the nipple on the UIM for purge control (catch tank is now connected to a ketchup/mustand squeeze bottle).

Car runs great, idles at 750rpm with 16Hg vacuum. Throttle is now smooth as silk, with no backfiring on deceleration. Not too shabby from a car with an original engine pushing near 104k miles. Funny thing about my car, is while the engine is original, the ECU is a reman. Didn't notice this prior to this project, but with all the screwing around I needed to do around the ECU in order to diagnose the break/short in the O2 sensor wire, I saw the big REMAN sticker on the ECU. Go figure, my car's gotta be one of the few that has the original engine, but reman ECU

Anyhow, the only problem that I'm having now is that my boost is a hair over safe at WOT. I'm getting 11-8-13 with the boost dropping to 10psi as the car revs to redline (only did this once, I've kept boost in check via throttle application). So I'm guessing that I'm gonna need to put in the manual valves on wastegate and pre-control go get my boost and spike under control...

So my question is when I put the manual valve on the pre-control, do I start with the line completely constricted or completely open?

I had the same boost situation as you, I only installed a valve on the wastegate line, cured all my problems. I was going to do the pre-spool also but the wastegate fixed my entire boost problem. You may try that first. Also, im not sure about the pre-spool valve, but you want to start the wastegate line all the way open.
