My car wount start

Ok, my car has picked the worse time in the world to decide not to start. I finally sell my car and the owner picks it up today. Well, I go to start it up this morning for my last drive in it..and what do you know? THAT **** WOUNT START!!!! The motor will turn over and anything but it doesnt fire up. ALL the plugs are new and were put in about 2 weeks ago , injectors are all clean . I dont know what to do.. Another thing is I have a low amount of gas ( between the last mark and one before that ). I dont know if that will effect anything or not... and the temp this morning was 28F , and i tried to start it up today again when the temp was about 60, no luck.

Make sure to check all the Fuel Pump fuses and Main fuse (120A).

Ok, I checked that relay... I do notice it sticking up more than the rest of them and when i try to push it in it doenst go any farther. Is it supposed to be like that? Here is a pic...

^ Negative. That baby is suppose to sit flush with the rest of them. It's secured by two small bolts. One on each side. Then there's a cable that attaches the fuse/ bolts to the battery relay. Here's a diagram......

FYI: You can buy these type of Fuses at any Auto Parts Store like AZone or PBoys..etc...
