Angry Motor cut out for no reason.....

I was on my way to return PS2 NFSU 2 when my engine just cut out. The power FC comander's readings went blank(no numbers just dashes). So I tried to pop the clutch since i was rolling down a slight hill going about 25 to 30 mph. I tried it in 2nd, 1st, even shut the ignition off and tried cranking it while still rolling and nothing. So I pull off to the side of the road and noticed that the Commander got stuck on the first screen(Apexi) and does not change. I dont think im gettin any fuel cause i dont hear the click when i turn the key. Again, noticed another weird symptom, the fans come on when i turn the ignition...never did that before. Yet another funny thing i noticed was the voltage jumping around by about 1 volt. It started at around 11.5v and went down to 10.4 jumping back and forth for a few minutes. Then it went to 10.5/10.4 to 9 the same way and the just kept gettin lower.
Seeing as how this seems to be electrical I should mention that it was raining and something might have gotten wet. I think its either the Power FC or the wire harness. I'll look at it tomorrow. If it does turn out to be the power fc, what can i do???
I'm having a friend stop by with a stock ecu to see if it starts tomorrow. i should know more then.
