Missing one bolt on the block - is it normal?

I found this tonight, a blank hole with thread. Is it supposed to have a bolt with o-ring there?

Nope nothing goes there (just checked mine too)

I believe its for an engine stand.

Wow, somebody needs to clean their engine like yesterday. What happened?

That threaded hole can be left as-is. Make sure the bolt to the right is tight..... that's the coolant drain for the block

Yes it's dirty, need to figure how to remove the oil filter without doing an oil mess each time.
