Meter Fuse Issue-Shop's mistake?

My meter fuse continued to blow. I blew over 7 fuses trying to troubleshoot. Of course gauge cluster didn't work neither did anything on the circuit.

Took the car to an experienced mechanic who then transfered it to a wiring speciality shop in my area.

Shop calls me today and says the fuse isn't blowing at all. They driven the car on the road trying to blow the fuse. Cannot possibly blow the fuse. But gauge cluster is still not working!

He is now testing to see if the cluster is damaged. Does this seem possible to you guys that someone at either of the shops installed a jumper or something higher than the fuse rating and blew out the electronics? This just does not make sense if the fuse is fine that the electronics aren't working?

looks like all meter circuit components could be fried, may have to sell the FD as I can't afford to replace if this turns out to b the case
