You might want to look at something like this:

with exhaust off, drill a hole through the back side of the black piece and into the rear of the frame. then just bolt it up through that. This will pull the rear of the bumper up just enough so that this does not happen.

from the site: "Direct stick on with 3M Adhesive" -- has anyone ever heard of that falling off? I mean, heat and glue don't sound like they'd mix too well--just curious.

Evo-R makes some okay knock offs.

Personally, I'd go with a higher quality aluminum one. They looks a lot cooler, IMO especially with the ring of rivets going all the way around them...

You can rivet that one if that's how you want it installed.

Many glues are rated for very high temps +450f but I would not use glue if a mechanical fastener is available.

well i may be getting new bumpers and some other stuff because i fell in a hole in a parking lot, and my car is pretty low... there were no signs warning of the hole in the parking lot but there were 2 construction vehicles off to the side (200 feet away) just wasnt expecting a hole to be there, screwed my suspension up, bumper, parts under the car... plastic tray i.e. brake coolers
