Having a little problem getting > 7psi.
I have the prespool actuator capped off.
one side of the wastegate actuator is capped and the other side (left) goes to the turbo (other turbo nipple is capped) with a needle valve in between.
What am I doing wrong?

Man I think it's the vavle thing you got from Home Depot. You need get a ball spring design boost controller for it to work good. I would barrow someones and try it out or something
So simple an answer if you know what you are doing!
Where is your bleed off pill/jet that goes between the manual controller and the WS actuator, or the other side of the actuator.
No wonder you can't go above 7 psi.
The stock system has a pill between the turbo and actuator to control pressure flow and the solenoid to blead of the pressure to control boost.
Your needle valve acts like a solenoid since it is adjustable, but you have nothing replacing the solenoid
to bleed off pressure.
In reality, the pressure bleed bill/jet which can be even on the other actuator outlet acts line the oringal pill/jet.
The needle valve replaces the solenoid to control boost.
SInce pressure can not escape, as soon as it reaches the actuator sprind pressure, it opens it up. As it is set up, the needle valve is only slowing the rate of that pressure build up but still only to 7psi.
One must understand the sytem operation parameters before changing them!
