Question Mandatory fuel upgrade req. downpipe install?

I've been told not to hook up my HKS dp on my stock set-up unless I have more fuel- is this right? obviously, I eliminate the pre-cat , but have every intention of running a 3" high flow cat.-- Am told that it will lean out to much. According to the A/F meter, I'm already running on the low-rich side-
