low booost

hey.. my secondary boost is not running full.. its running very flat.. now i haven't got my DP on it.. but i was wondering if a clogged pre cat would cause this problem? or do you think its a vacuum hose.. because most of the time when i accelerate.. i get this high pitched whisling sound.. could taht be the heat shield? or is there a vacuum hose thats leaking which is causing both problems..? please help

Yes a clogged cat can cause boost problems. Simply searching for "clogged cat" would have brought you up many threads like the following:

Without a reporting your boost pattern, it will be hard to diagnose.

As far as a whistling sound, it's extremely doubtful it's coming from a lose heat shield. A lose heat shield will be more a rattling sound, not a whistle.
