Sorry for all of the issues. This is a very nice build and I hope you get it straightened out.
I'd agree on the first startup. Sounds very rough there as well. Thought it was a PP engine.
My advice to you, pending no success with the ATF trick, is to take the engine/car to Jesus Padilla at Kilo Racing in St. Cloud FL. His telephone number is 407.810.8123. He's the best engine guy and tuner in FL, is very reasonable, and has fixed a number of engines built and tuned by the "other tuner" I think you used, especially if you went to Rolo's shop. If you know Bewtew and his former tuner then you know who I am talking about. Jesus can diagnose this quickly and have you back on the road in no time. I'd also highly recommend him to do the tuning on your car in the future. He saved my 3 rotor project - "Jesus Saves"

Yeah I think something might have gotten in your motor, and damaged some internal engine parts which will cause the low compression, that's the only thing it could be, rotaries don't just fail for no reason.

I just started the "ATF Trick" process
i used Marvel Mystery Oil instead of ATF as i found that recommended in a couple of places
I'm going to let it soak for about 24 hours...and then i'll give the motor a couple more turns by hand over the next 3 or 4 days as i study for finals lol
when i turn it over the next time, do i need to drop in some more of the MMO or do i just turn it around a couple times every 24 hours?
also...there was all sorts of hissing sounds and a tiny bit of white smoke that came out of the LIM when i poured in the MMO, is that normal?

we can sit here and guess as to what happened all day long, but at the end of the day you will probably have your best answer once you actually tear the engine apart and get a look inside.
next time tear it apart first before we play 20 guesses.
i'm betting you find flat or broken seal springs along with clawed up rotor housings.
