Loose turbo control valve door?

I have my twins off my car at the moment and found part of the turbo control valve door to be easily moveable even though the arm itself is staying stationary. I've marked it in green.

Is this normal?

I believe so. I have two manifolds with relatively low miles and both doors has a little bit of wiggle in them, their not really loose though.

im wondering also, if its repairable by welding or if it's supposed to be floating a little stock.

Yep, I think that's by design. Don't mess with it, just leave it be. I've been through TONS of turbo manifolds of all mileages and they are all like that.
