I believe there is a "Pro" Power FC that has two-step built in. I'm sure someone that knows more then me will chime in and point you in the right direction.

I've got a friend who has his two setup setup through a regular Power FC, but I'm not sure how he does it. I'm pretty sure it is external to the ECU though and its just a wiring setup kills the ignition when a manual switch in the cabin is on and the clutch is pressed. I'll ask though and report back. Whatever it is...it works well, he launches insanely hard and it is loud as hell.

I've read that the apexi pfc pro has a launch control setting but the normal one does not.

still looking at my options and debating if I should just sell my apexi and hks twin power and purchase a new ECU.

There are no less than a thousand good reasons to upgrade from a pfc to a modern ecu with the ease of adding a ecu-controlled 2 step launch control being on the list, but near the end. The engine protection features and tunability of modern ecus alone alone are enough to justify the upgrade.
