Just finished Rebuild

I rebuilt my own engine and started it yesterday. Things went okay. It did start, it smoked like hell, but I figure some/most of that is from all the oil used in assembly. but it won't idle. On the old motor I would pull about 18 inches of vacuum at idle. This time the motor would only pull about 10 at 2000 rpms. And the engine was surging really badly.

Any ideas. I am thinking vacuum leak, but i haven't started looking yet. Also, one question. I have looked at this a hundred times but can't figure out where the last vacuum switch goes too. Its the bright orange one/ the one closest to the transmission or firewall, my maual says it goes to some fitting the fuel pressure regulator but i couldn't find it.

Anyone know what i am talking about?
