This isnt the abs sensor is it??

I have a problem with my brakes, every so often when im slowing down and reach approximately 5-10mph, i hear this airy whooooosh sound, almost like a turbo, but then its got this little mechanical electric sound to it , if i had to voice the sound, id sound like a fool. It also has this slipping feeling under braking when it makes the noise and i can feel it pulsating through the pedal. I took it to monroe muffler and brakes, told them about it and they didnt know, they checked my brake pads, topped off brake fluid and checked the lines, and still no solution. I know somethings wrong because every now and then, my abs light turns on but will go off when i turn the car off and may not come back on for a while, its real moody. What should i check and what should i do? It seems to be coming from the front of the car as well.

I mean it only comes from the front of the car

That sounds like the abs - it should cycle as you start moving the first thing in the morning - you may have a loose conection that is causing it to cycle more often - also if the ABS is activating even when you are not using the brakes too hard that could be a bad wheel sensor.
