Intercooler

Hi guys, little help if its possible.
does anyone know what the small flange on the intercooler pipe is for ??
you can see it here in this pic, its on the pipe going to the Intercool on the right just befor the blue coupler.

You can just cap it with a plate or something.

he can cap it if he has a blowoff valve somewhere else, i wouldnt recommend running without one.
