installing new blow off valves and have questions

I am installing an hks ssqv and i hooked it up to the intercooler piping and with a aluminum flange. I blocked off the old blow off valve and and the charge releaf valve. I was wondering if i should hook back up the charge releaf valve or does it make a difference whether it is hooked up or not. thanks

If your still running twin turbo's in sequential how is your secondary turbo going to prespool if you block off the charge relief valve ? ? ? ?
