Question Ignition Switch Wiring Problem

I have been trying to track down a wiring problem for months and think I have found the problem, but I wanted to see it this sounds logical, or even possible. When I connect the battery, the dash lights up as if the ignition were turned on. It does this even with the ignition switch completely disconnected from the harness. According to the wiring diagram, there is a black and white wire that goes from the ignition switch directly to the METER fuse, which goes on to power the dash gauges. I can pull every fuse except for the METER fuse and the MAIN fuse, and the dash still lights up. If I pull the METER fuse, they go out and I get a series of 5 beeps, 5 times. Now, this is where it gets strange. If I disconnect the connector from the ignition switch that has the black and white wire and disconnect the other end of that wire by pulling the JB-06 connector from the joint box, by everything I see, it should be just a straight wire. But the wire has 12 volts on it I have not tried pulling the harness out because it and other parts of the harness are bundled together up in the dash. Although I can not imagine how it could have happened, it acts like something in the harness has shorted that wire with another hot wire. Is this possible? Any suggestions? Thanks…
