what mods are you running? you really should be careful about the rev limiter because its not good to remove it unless you know you are capable of 7500+ safe revs on your engine.

(1) the idle control that attaches to the top half of the intake manifold.

Without the ISC, you will not have any idle control and you will be really f*** your idle up. It uses it along with the O2 sensor and air pump to control idle speeds. If you had a PFC ecu, then you could turn the functions off and properly set up a manual idle as many of us single turbo guys do.

(2) where is the revlimiter located at

It is electronic and is controlled by the ecu.
With the PFC the rpm can be uppes to a max of 9999rpm.

It is evident you are modifying your car without proper knowledge of what you are doing. That will lead to disaster!

Why would you eliminate the idle control? Without it the car will want to stall when cold and the idle will not compensate for electrical load or engagement of the a/c compressor. There is no reason to remove it unless you run an ecu that does not support it. I often see people blindly eliminating various things. When I ask why they say that the block-off plate kit they purchased included a plate for it. I would leave it alone. If it doesn't work, replace it.
