I disconnected the hose going from the airfilter to the BOV???

I disconnected the hose going from the airfilter to the BOV???
SHould it blow from the BOV all the time, even at idle?
When i accelerate slow it blow's loud all the time, when i aceelerate hard it only blows when i release.
