how do you PROPERLY lean out w/o power fc?

is there any way to safely and properly lean out your fuel mixture w/o having a programmable ecu (on a stock ecu)?
i figure you could bolt on a flow mod but that's not what i would consider safe and proper.

NO!! I don't know what planet your living on but in the world of rotary engines, running lean is VERY BAD.

If you want to lean out a stock car to get more power (they do run pig rich stock) you could use a S-AFC. Basically a piggyback fuel controller. I think there are other piggyback boxes that do the same thing.

use open intake, put in downpipe, midpipe, and high flow cat back.
put in efini y-pipe. use homedepot boost controller to prevent boost reaching more than 11psi.
now that should bring the AF from 10 to around 11
